The ignition is off.

Use the convertible locking retractor to secure a child restraint.
Always heed the child safety seat manufacturer's instructions when installing
a child restraint in your vehicle. To activate the convertible locking
retractor:
Place the child restraint on a seat, preferably on the rear seat.
